The Western Area Rural District Council (WARDC) is one of Sierra Leone’s key local government authorities, established under the Local Government Act of 2004 (amended in 2022) as part of the country’s decentralization process. The Council is mandated to oversee governance, development planning, service delivery, and the maintenance of public infrastructure within its jurisdiction.

Spanning approximately 544 square kilometres, WARDC covers a diverse landscape of coastal and inland communities. According to the 2021 Population and Housing Census, the district has a population of 662,156, representing about 8.8% of Sierra Leone’s total population. It is among the country’s fastest-growing peri-urban districts, with settlements ranging from expanding towns to small fishing villages, creating a unique and dynamic service delivery environment.

WARDC has jurisdiction over the rural belt of the Western Area and plays a central role in managing challenges such as rapid urbanization, infrastructure development, environmental sustainability, and social service provision. Over the years, the Council has evolved into a hub of participatory governance, ensuring that citizens have a voice in decision-making and that development priorities reflect community needs.

Through strong collaboration with the central government, devolved Ministries, Departments, and Agencies (MDAs), development partners, and the private sector, the Council continues to pursue sustainable, inclusive, and people-centered development.

Strategically located, the district borders the Western Area Urban District (Freetown) to the northwest, the Atlantic Ocean to the west and south, and Port Loko District to the northeast, making it a vital link between the capital city and rural Sierra Leone. Key towns include Waterloo (the district capital and administrative headquarters), Newton, Benguema, Tombo, Leicester, Regent, York, and Lumpa.
