*WARDC Empowers Local Authorities, Training Councilors and Village Heads on Roles and Responsibilities*
The Western Area Rural District Council (WARDC) conducted an extensive one-day training session for Councilors and Village Heads on their Roles and Responsibilities as local authorities in the Western Area Rural District at the WARDC Conference Hall in Waterloo on Wednesday, December 20th, 2023.
Mr. Festus Kallay, Chief Administrator, emphasized the significance of the training, aiming to familiarize councilors & Village heads with the Local Government Act, Decentralization Policy, and the standing orders governing local councils. He stressed the importance of understanding their mandates and limitations in fulfilling their duties, highlighting their crucial role in realizing the council’s revenue potential for enhanced community service delivery.
Encouraging attentive participation, CA Festus underscored the relevance of the training in improving the knowledge of Councilors and Village Heads regarding their authority, mandates, limitations, and effective channels of communication for addressing community issues.
Representing the District Council Chairman, Deputy District Council Chairman, Mr. Robert Browne, expressed his satisfaction with the opportunity provided for local authorities to gain knowledge about their roles and responsibilities.
Jeremiah Victor Harding facilitated the training, covering various leadership concepts, the 2022 Local Government Act, Decentralization Policy, and Standing Orders related to Local Governance in Sierra Leone.
The European Union, through the Local Authorities Programme in Sierra Leone, funded this training, involving five councils in Sierra Leone and one in Italy, the Municipality of Fano.
