The Western Area Rural District Council (WARDC)<\/strong> is one of Sierra Leone\u2019s key local government authorities, established under the Local Government Act of 2004<\/strong> (amended in 2022) as part of the country\u2019s decentralization process. The Council is mandated to oversee governance, development planning, service delivery, and the maintenance of public infrastructure within its jurisdiction.<\/p>

Spanning approximately 544 square kilometres<\/strong>, WARDC covers a diverse landscape of coastal and inland communities. According to the 2021 Population and Housing Census<\/strong>, the district\u00a0has a population of\u00a0662,156<\/strong>, representing about\u00a08.8% of Sierra Leone\u2019s total<\/strong><\/span>\u00a0population<\/strong>. It is among the country\u2019s fastest-growing peri-urban districts, with settlements ranging from expanding towns to small fishing villages, creating a unique and dynamic service delivery environment.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

WARDC has jurisdiction over the rural belt of the Western Area and plays a central role in managing challenges such as rapid urbanization, infrastructure development, environmental sustainability, and social service provision. Over the years, the Council has evolved into a hub of participatory governance<\/strong>, ensuring that citizens have a voice in decision-making and that development priorities reflect community needs.<\/p>

Through strong collaboration with the central government, devolved Ministries, Departments, and Agencies (MDAs), development partners, and the private sector, the Council continues to pursue sustainable, inclusive, and people-centered development<\/strong>.<\/p>

Strategically located, the district borders the Western Area Urban District (Freetown)<\/strong> to the northwest, the Atlantic Ocean<\/strong> to the west and south, and Port Loko District<\/strong> to the northeast, making it a vital link between the capital city and rural Sierra Leone. Key towns include Waterloo (the district capital and administrative headquarters), Newton, Benguema, Tombo, Leicester, Regent, York, and Lumpa<\/strong>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t
